In a story told in narrative flashbacks In the (then-near future) year 1998, the United States has run out of oil. Many Americans are living in their now-stationary cars and using nonpowered means of transportation, such as jogging, riding bicycles, and rollerskating. Tracksuits have become a common attire, and paper money has lost all its value. All business transactions are now conducted in gold. Young TV consultant Eric McMerkin is hired by President Chet Roosevelt of a bankrupt USA to organize a telethon in order to prevent the country from being repossessed by wealthy Native Americans.

By the year 2176, a magnetic storm has degaussed all recorded history, causing such valuable documents as the U.S. Constitution and the Declaration of Independence to be lost. Three time travelers, Adam-11 (David Cassidy), Chanel-6 (Olivia d'Abo), and Heinz-57 (Geoff Hoyle) are sent back to July 4, 1776, to retrieve America's heritage, but due to an unnoticed time machine malfunction, end up in 1976 instead, during the United States Bicentennial. While attempting to carry their mission, the time travelers dress in period costume (e.g., tight bell bottom pants), attend EST, experience the Sexual Revolution, Pop Rocks, disco, long gas lines, the AMC Pacer, and even drug paraphernalia shops

In January 1776, just after signing the Declaration of Independence, Benedict Arnold appears, murdering all its signatories, destroying Independence Hall, and stealing the Declaration. He then goes to Ford's Theatre, where George Washington and his childhood best friend, Abraham Lincoln, are watching a play. Arnold turns into a werewolf and kills Lincoln and destroys the Declaration. Before his death, Lincoln asks Washington to bring the American Revolutionary War to an end and to name the recovered country "America."
A chainsaw-wielding George Washington teams up with beer-loving bro Sam Adams to take down the British in a tongue-in-cheek riff on the American Revolution.

Colonial representatives gather in Philadelphia with the aim of establishing a set of governmental rules for the burgeoning United States. Benjamin Franklin (Howard da Silva) and John Adams (William Daniels) charge Thomas Jefferson (Ken Howard) with the work of writing a statement announcing the new country's emancipation from British rule.
